A Search Console state: Google found the URL but has not yet fetched it.

Definition

Reported in Google Search Console under Page indexing → Excluded. Google knows the URL exists (from sitemap or internal links) but has chosen not to fetch it yet, usually because crawl demand is low or the origin appears slow. Often a sign that crawl budget is constrained relative to URL volume.
